Coming Up
The Carrboro Town Council will hold an Organizational Meeting at 7 p.m. Tuesday, Dec. 5, 2023. The agenda will be available at https://carrboro.legistar.com/ 

Scheduled to take their oaths of office are Mayor-Elect Barbara Foushee (to be sworn-in by U.S. Congresswoman Valerie Foushee), Council Member-Elect Catherine Fray (to be sworn-in by former Mayor Lydia Lavelle), Council Member-Elect Jason Merrill (to be sworn in by Interim Town Clerk Wendy Welsh) and Council Member Eliazar Posada (to be sworn-in by District Court Judge Joal Broun for the 15B Judicial District, serving Orange and Chatham counties of North Carolina).

Resolutions of appreciation will be read for Mayor Damon Seils, Mayor Pro Tem Susan Romaine and Council Member Sammy Slade. 

The Town Council meets at Carrboro Town Hall, 301 W. Main St. Members of the public are welcome to attend in person or can view the livestream YouTube.com/CarrboroNC  OR at https://carrboro.legistar.com/ OR Cable TV 18 (in Carrboro). 

Meeting Recap 
 The Council held a regular meeting on Wednesday, Nov. 29, and took the following actions:

  • Approved the Affordable Housing Advisory Commission’s recommendation for one nonprofit application to the Affordable Housing Special Revenue Fund.
  • Received an update on Town participation in collaborative climate action grant submissions related to implementation of the Energy and Climate Protection Plan, Community Climate Action Plan, and Comprehensive Plan.
  • Set a public hearing for Feb. 27, 2024, to consider the text amendment and referred the text amendment to Orange County, the Planning Board and other advisory boards. The Town received a petition to rezone property at 1307 West Main Street from B-3 to R-2-CZ at 1307 West Main Street for the development of a five-story multi-family residential project. The application includes a request for a text amendment to increase the maximum building height from 50 feet to 65 feet. 
  • Supported an application for the National Safety Council’s 2024 Road to Zero Community Traffic Safety Grant and to commit to a Vision Zero goal.
  • Authorized the Town Manager to execute a Supplemental Agreement with the North Carolina Department of Transportation to add $201,116 of additional funds to the Homestead Road-Chapel Hill High School Multiuse Path (TIP# U-4726-DE) and to amend the project ordinance.
  • Expressed Town support for Orange County proceeding with the contract for the Green Tract Master Plan Design services.
  • Adopted a resolution requesting NCDOT to consider a speed limit reduction for Old NC 86.
  • Approved a financial assistance project to help Carrboro families as recommended by the Racial Equity Commission.
  • Held a quasi-judicial hearing and granted a reasonable accommodation for construction of an access ramp property at 504 Davie Road.
  • Discussed projects to be submitted for consideration for funding to the DCHC MPO. Selected projects for submission are design services for Bolin Creek Greenway Phase 2, design services for Bolin Creek Greenway 3&4, Bike Plan Implementation Projects, and South Greensboro Street Sidewalk. The Town can submit more than two projects and allow the MPO staff to use the rubric to identify the two highest scoring projects.
  • Received information on renaming streets in recognition of Braxton Foushee. The Council has requested the exploration of a change to the name of Carr Street to Braxton Foushee Street. There are 45 addresses on Carr Street, seven on E. Carr, and 38 on W. Carr.  Contact has not yet been made with residents or property owners of these streets.
  • Adopted the Race and Equity Action Plan (REAP), Weaving Equity in Carrboro Town Governance. The action plan is a blueprint that connects the town’s race and equity journey, from 2018-2025 encompassing the completed work to date, providing guidance and shaping what is to come.
  • Approved a resolution authorizing increased residential density within a previously approved mixed-use building at 1001 Homestead Road.
  •  Adopted the Town Council Procedures Manual, which establishes clear rules and guidelines providing a framework for conducting council meetings. Established procedures enhance transparency and accountability and serve as a public document, allowing residents to understand the Council's operations and how  decisions are made. This transparency fosters trust and accountability between the Council and the community.
  • Made appointments to the Transportation Advisory Board (Jordan Dalton and Bradley Doll) and the Safe Routes to School Implementation Committee (Andrea Tanner).
